Best free UK theory test app 2026: an honest comparison

Guide · 7 min read · Updated June 2026

"Free" theory test apps usually aren't. Most show you a handful of questions then paywall the mock tests or hazard perception — the two things you actually need to pass. We tested the biggest options honestly. Here's what you really get for £0 from each.

What "free" should actually mean for a theory test app

The UK driving theory test has two sections:

  • Multiple choice: 50 questions, 57 minutes, 43/50 pass mark.
  • Hazard perception: 14 video clips, 44/75 pass mark.

To revise properly you need question practice with explanations AND at least one timed mock test AND hazard perception practice. That's the bar. If a "free" app blocks any of those three, it's really a paid app with a free demo.

The honest comparison

App Questions free Full mock free? Hazard perception free? Ads Price for full
Official DVSA Theory Test Kit 0 (paid only) No No No £4.99 one-off
Driving Theory Test 4 in 1 ~50 sample No No Yes £4.99-£9.99 in-app
Zutobi UK Limited free No No Yes £4.99/week trial then sub
RAC Theory Test Kit Limited No No Yes £4.99 one-off
PassMyTheory (us) 2,800 (all) Premium (£4.99) Premium (2 clips free) No, ever £4.99 one-off / £2.99 month

What we found testing the others

  • The official DVSA Theory Test Kit is published by TSO and costs £4.99 upfront. Solid, but you pay before you see a single question.
  • Driving Theory Test 4 in 1 shows you ~50 questions free but pushes you to upgrade after a few sessions. Some screens have ads.
  • Zutobi UK uses a 3-day free trial then auto-charges £4.99 a week. Designed to catch parents on auto-renew.
  • RAC kit is a re-skinned version of the official one. Same content, same price, RAC branding.

Why we built PassMyTheory differently

We're two brothers on our gap year. We were sick of paying for things that should be free, so we built the app we wished existed. The model:

  • Free forever: all 2,800 practice questions across all 14 DVSA topics, road sign flashcards, progress tracking, no ads, no sign-up.
  • Premium £4.99 (one-off): full timed mock tests + the hazard perception trainer. That's it. 2 years access on the one-off.

We don't pretend to be "official". Our questions are original, written from the Highway Code and "Know Your Traffic Signs" (both Crown copyright, open licence). The format mirrors the real test exactly.

Quick recommendation

If you only have £5:

  • Want the most-trusted brand: Official DVSA Theory Test Kit.
  • Want to revise free first and only pay if you decide to buy mocks: PassMyTheory.
  • Want a polished design and don't mind subscriptions: Zutobi — just remember to cancel the £4.99/week before it auto-charges.

If you have £0: only PassMyTheory will get you through most of your revision without payment. Top up to Premium only when you want mocks and hazard perception.
